City Council Recap: Phased reopening, Downtown redevelopment, and workforce housing

Phoenix City Council met for a virtual formal meeting Wednesday to discus and vote on different items pertaining to downtown Phoenix. Residents were allowed to give their opinions at the meeting.

The council approved the following items:

Phased Reopening City Services

The council approved item 15, allowing the reopening of outdoor facilities and activities. It will allow parks and park activities to reopen to the public, including park playgrounds, volleyball courts, picnic tables, etc. One concern of park reopening was public restroom sanitation. To counter this, the council said they would attempt to have the bathrooms cleaned twice daily. The parks are set to reopen almost immediately.

Request for Proposals for Downtown Redevelopment Area Plan Update Consulting Services

The council approved item 35, which authorizes an update to the Downtown Redevelopment Area Plan. This plan has not been updated in the downtown area since 2001. It will result in collecting feedback from the community, checking existing land use and redevelopment area plans, and incorporating priority areas into a plan for development in the downtown area.

Development Agreement with Hubbard Street Group for Development of Property at 6th and Garfield Streets

The council approved item 37, authorizing the construction of a 26-story multi-family rental. The new home facility will create about 264 construction jobs and 77 other permanent jobs. The land developers at Hubbard Street Group also proposed that they would donate $100,000 to the City’s Affordable Housing Trust Fund. At least 10 percent of the total units in this project is said to be for workforce housing.

Amend Business Terms for Phoenix Central Station Transit Center Located at 300 N. Central Ave.

The council approved item 38, which will amend the approved business terms for entering into business agreements with developers of the transit-oriented project at Central Station Transit Center. This approval allows all parties to sign agreements for the development and ground leases. The project is in pre-construction phases and is expected to begin in December of 2020. If any more funds are needed, they will need to be approved by the City Council.
